Cene Grčar graduated with honors in 1995 at the Faculty of Law in Ljubljana, with the thesis “Criminal Legal Aspects of Money Laundering”. After completing the practice at the Higher Court in Ljubljana, he passed the state law examination in 2005.
He is the co-founder of the Law Firm Grčar and acts as a lawyer in it. Prior to that, he was employed at the Office of the RS for the Prevention of Money Laundering, then in his own company, where he was the legal adviser. He was the Director of the Legal Department in Pro Plus (which prepares the television programs POP TV, KANAL A, BRIO, KINO and OTO). He also worked in the European Association of Commercial Television (ACT). He was the President of the Advertising Tribunal at the Advertising Chamber of Slovenia (SOZ), and before that he was also a member in two terms.
As a lecturer he participates in expert seminars and consultations organised by institutions such as the European Commission, the Council of Europe, various legal and media institutes at home and abroad. He is also a lecturer at the School of Journalism and Production in Electronic Media (POP Academy);
Throughout his work in the field of media he has been active in drafting media legislation (a member of the expert group of the Ministry of Culture of the Republic of Slovenia), as well as writing articles for Slovenian and foreign professional journals (Legal Practice, Media Press, Judicial Bulletin, Sled, IRIS).
